I think you need to activate your account with a korean phone number or something.
( Quite usual in a lot of korean game )

It's KSSN; Korean Social Security Number is issued by Korean government to every human being in South Korea, it�s their passport numbers. You can�t fake it, only use an already existing one that belongs to someone in Korea.
